Scale Up/Down and Scale Out/In
Scale up/down increases/decreases a component's capacity to handle larger or smaller workload. For example, increasing a virtual machine from 1GB memory to 32GB memory.
Scale out/in means adding more or less nodes to a system/cluster to increase or decrease processing capacity.
